Read Receipts for DMs and GMs

The goal of the read receipts is to allow users to know if the other person they are sending the message to has been read by the other person or not.

When sending a message there is no easy way to see if the receiving party has actually seen the message, just hasn't responded.

Zugang:

Very important. We never now, if everybody gots the message, which is sometimes bad....but: If somebody disabled this function, its important to see, that he had dissabled the function, otherwise the peoples are waiting until they get read receipts.
