Potential [Help Wanted] Hacktoberfest issue?

We can just lower case it when logging into accounts that aren't linked to LDAP. It's easy enough to do

Previously closed making email case insensitive on login as LDAP usernames can sometimes be case sensitive. Possibly related?

Repro #1:
1. Create an account with email address partially capitalized, example TesT@mattermost.com
2. Go to your email and verify email address by clicking the "Verify Email" button [if email verification not enforced, then log out of Mattermost so you go back to the sign in page]
3. On the sign in page, enter credentials with email TesT@mattermost.com
Observed: Sign in unsuccessful unless test@mattermost.com is entered as the email address
To fix: When a user enters an email address containing capital letters (ex. TesT@mattermost.com),
the email address should continue to be stored as test@mattermost.com [no change to current behaviour]
user should be able to sign in with TesT@mattermost.com AND test@mattermost.com
