Duplicated setting for email domain restrictions in System Console

Repro steps:

1. Open the System Console
2. Go to Authentication -> Sign up

Observed: "Restrict new system and team members to specified email domains" setting appears twice with slightly different descriptions. See attached screenshot.

Expected: The setting only appears once.
