Test server: http://wf-test-te.test.mattermost.cloud/ and local server
A non-admin user, while on a group message and direct message channel, cannot start an incident from the RHS (see the attached video).
An admin user however can successfully use RHS to start an incident from any channel.
1. Start a group message with a few users.
2. Click on incident icon on the header to open up the RHS.
3. Click on the `+` button on the RHS header beside `Incident List`.
4. Start a direct message with another user.
5. Repeat step 3.
Expected: Steps 3 and 5 - The `Incident Details` modal pops up asking for Channel Name.
Observed: Nothing happens upon clicking the `+` button.
No testing required.
