Deactivating a user should increment the Daily and Monthly Active Users counts down (not up) in System Console

Description

This is not a regression, but wasn't sure if it should be considered a bug or improvement.

On System Console > Site Statistics, two of the active user counts increment UP after deactivating a user (see test steps for details). Can confirm with UX, but it seems that all three of the statistics that refer to `active users` should increment DOWN when a user is deactivated.

QA Test Steps

1. As system admin on a server that has active users (and at least one user you can deactivate), view System Console > Site Statistics
2. Make note of the following values:
a. Total Active Users
b. Daily Active Users
c. Monthly Active Users
3. Go to Users and deactivate a user
4. Go back to Site Statistics

Observed:

  • Total Active Users increments down as expected

  • Daily and Monthly Active Users both increment up (perhaps as though the act of being deactivated counts as user activity?)

Expected (to confirm with UX):

  • All three counts increment down
