Desktop App: 4.3.0 App not properly notarized for MacOS Catalina
Apple increased the notarization requirements in Catalina which prevents the app from starting.

Start on MacOS Catalina
Observed: MacOS refuses to launch the app due to security settings
Expected: the app launches

We should probably release a v4.3.1 dot release ASAP with just this as I don't think we can wait till the rest of the tickets slated for a dot release are ready.
